In order to achieve our goal, SABI is gathering evidence of how citizens experience the services that they access through the Citizen Perception Survey (CPS). The CPS includes country-wide data, collected from 610 communities, 106 wards and 56 chiefdoms. It covers all 16 districts of Sierra Leone and contains over 32,000 submissions.

The CPS findings are then shared with the communities from which it was gathered to support them to plan actions to address the problems that are identified. It is also shared with front line service providers (FLSPs), Ward Development Committees (WDCs), Traditional Leaders (TLs), Local Councils (LCs), District level Ministries Departments and Agencies (MDAs) and national level MDAs, with the aim for these institutions to consider the voice of citizens in their own development planning and implementation.
The CPS survey tool was developed after extensive consultations with various stakeholders, including Ministries Departments and Agencies (MDAs) of the government of Sierra Leone, community members and other experts.
